The debris will eventually be picked up- the issues are being worked out to
make that happen despite it being such a long process.
 
Building permits are not being held based on the issue, though.

I need to know if it is true that debris will not be removed or building 
permits will not be given in the extnded oil spill area.   We have a house 
we are trying to restore and it is in the class action extended oil spill
map that Judge Fallon as accepted but that murphy doesn't recognize.
