[StBernard] Demolition permits

We were told by a St. Bernard resident who applied for a permit to have a
private Louisiana state  licensed contractor demolish his house at his own
expense of $15,000.  was refused a permit by the permit department and told
that he had to use the contractor that the parish had and that the price was
$30,000. What gives? Another rumor or fact?
