The post is inaccurate.  The 31 million dollars is not unaccounted for.
There is actually much more than the 31 million that has been accounted for-
the audit process is the process that is holding things up- To put it in
perspective our annual audit for parish government is a 4 - 6 month process.
The bureaucratic auditing process could be handled in many different ways,
the caution that is being used currently has the potential to really cause
continued problems.  Make no mistake that there will plenty of opportunities
to point lots and lots of fingers before this is over, but it is hoped that
the things that are pointed out will be accurate.

Here's the story: 
FEMA has released money to the State of LA to pay Unified Recovery Group,
but the State will not pay the Parish of St Bernard. Why you ask? 
  
After the storm, the State paid St Bernard 31 million dollars being in a
state of emergency. 
  
The Parish can not account for use of funds of that 31 million and the State
is refusing to release the next payment until the Parish can account for the
first 31 million. 
  
It is not FEMA's fault, or the State's fault that URG ceased oiperations. It
is the Parish Government's fault! 
  
Danny Mennesses, Parish CEO, and Larry Ingargolia, OEP Director, can not
account for the money. 
  
Between the Parish and the Sheriff's Office the money is missing. 
  
Once again, it is another gross mismanagement of funding by the Parish.When
will the public officials be held accountable for their actions- stealing of
the public's money! 
  
I do not blame the State in the least for holding out on the next payment!
