I totally agree that many people have just left their homes and have no
intention of returning.  Something needs to be done.  I also believe that
people should not throw their trash on the neutral groups.  Some people feel
that their own trash should not be on their own lawn.  Now all the neutral
groups will be torn up.  It makes driving down some of the streets hard when
the trash is out into the street and there is a flooded car parked on the
curb.
