	back it was, but we used to have fights over where they would place
garbage 
	cans on the streets for people to toss their trash. 
	
	Like I said, I can't remember if it was before or after the switch
to the 
	Home Rule charter, but it was a laugh to see the government leaders
fighting 
	over who could get the most trash cans on the highway in their
district. Of 
	course, one there they were never emptied, but that is a totally
different
