I don't know if this will help, but recently when I could not find my flood
elevation certificate I contacted my mortgage company because it was one of
many documents that was required for the closing and in the Act of Sale
file.  My mortgage company did in fact have it in the file.  Give your
Mortgagee a call.  Even if you paid off your mortgage years ago there's a
good chance they will still have the file.
