One final thing about the Road Home grant. Will the buyout be affected by:

1. Mortgages: Not being paid to homeowners until a first/second mortgages
are paid out?

2. Slab Elevation: Will this be a factor or not from the buyout? It doesn't
need to be elevated firstly to sell-out to the state?

3. Point of delivery to State buyout: At what point will a free-n-clear
mortgage be turned over to the state if buyout is accepted? If they will be
"off the ground and running" to pay half, in effect, they're giving money to
homeowners without turning over the home, and homeowners won't turn over
home with only 1/2 paid on it, thus a catch-22.
