MINUTES OF OPERATIONS BRIEFING
Monday, April 24, 2006, 8:00 a.m.

Craig Taffaro, Councilman District D, presiding.
Present: 27

Emergency Operations: Larry Ingargiola. Not present.
Community Development: Michael Hunnicutt. Not present.

Public Works and Water and Sewer: Chris Merkl
1. Stated that the boil water order remains in the eastern part of the
parish.
2. Curry, URG, stated that they were moving forward with debris pick up and
coordinating crews to enhance pick up of debris. Taffaro noted the
importance for URG to pick up the goal of 25,000 cubic yards per day and
suggested if URG could not handle that amount per day they should bring in
more contractors to meet that goal. Taffaro inquired to URG if the white
goods in the expanded footprint would be picked up. Merkl stated that white
goods in the expanded area should be picked up by URG, white goods in the
original footprint will not.

Recovery: David Dysart
1. Expecting word today from HUD regarding use of the St. Bernard Manor for
volunteers.
2. Has meeting scheduled with FEMA regarding the base camp.
3. Attempting to schedule meeting in Baton Rouge regarding outstanding
debris issues.
4. Has water and ice. Ice is available temporarily, no place to store ice.

Public Assistance:
Residential: Craig Taffaro
1. Approaching the 30 day date of completion on trailers, rate of
installation does not match up with number of requests, probably miss the
deadline. Dr. Bertucci inquired to the number of population living in the
parish. Taffaro stated that the numbers are generated from the amount of
trailers leased in and the number of permits issued. Present trailer count:
more than 4,000 at private homes, 1,000-1,200 at businesses and more at
group parks.

Business: Charles Ponstein. Status quo.
Private Non-Profit: Judy Hoffmeister. Status quo.

Volunteers: Gidget McDougall. Status quo.
1. Gathering volunteer hours and planning to provide weekly reports.
2. Public hearing April 26 at 7:00 p.m. for ICC and ABFE info.

Agriculture/Wildlife and Fisheries: Ricky Melerine. Not present.
Lake Borgne Basin Levee District: Bob Turner. Not present.

Medical: Dr. Bertucci
1. May 1st expected to move into the 22K facility.
2. Has conference calls scheduled with Public Health and LRA.
3. Scheduled to remove one coffin from Merrit cemetery today.

EMS: Janie Fuller. Status quo.

Public Safety: Sheriff's Office & Military. Pete Tufaro
1. Out of town last week checking swat equipment, expecting delivery by end
of month.
2. Reported one incident, a stabbing on the side of the road.

Fire Department: Warren Drewes
1. Responded to approximately 20 rolls this past weekend.
2. Someone reported that Patricia Street was blocked by a pile of debris.
Curry stated that URG contacted FEMA and there was some question regarding
the eligibility of the debris which was from Buccaneer Swim Club. Meantime,
Saturday or Sunday all material was pushed into the street. Merkl stated he
was researching the eligibility of picking up debris on state highway
projects. Curry stated that because the street was funded by the state but
the state does not maintain it, FEMA does not look at it that way. Merkl
asked for it in writing. Dysart stated that a state trooper stopped a
contractor on Saturday from removing debris on St. Bernard Highway stating
the reason being it was a state highway.

CDC and DEQ. Not present.

EPA: Beverly Negri
1. Following up on debris removal within the expanded footprint. EPA
looked at 783 debris piles and determined there was no oil found on those
piles in the expanded footprint, forwarded info to FEMA on 4/22, request
FEMA forward copy to Parish Government. EPA discovered 11 debris piles with
oil in the footprint and submitted that info to FEMA.

FEMA: Kevin Harbin
1. Stated he would be speaking with the AFO regarding debris pick up in the
Murphy Oil expanded area today.
2. Taffaro inquired as to debris removal at commercial places. Merkl
stated his understanding was that if a business' insurance policy covered
debris removal, FEMA would not reimburse cost of their debris pick up.
Curry stated that the right-of-entry forms signed by commercial and
homeowners states eligible if not reimbursed by insurance company. Others
cost of debris removal is reimbursable by FEMA.

Murphy Oil Spill update: Jim Wallwork
1. Homes cleaned to date: 1,324 exteriors; 336 interiors; 68 yards
scrapped and 270,000 cubic yards of debris have been picked up to date.

Parish Government: Danny Menesses
1. Wrapping up things before his departure.

Council: Lynn Dean. Not present.
Parks and Recreation: John Metzler, Jr. Not present.
