Dear Members,
Almost daily, new evidence faulting the US Army Corps of Engineers for the
New Orleans Flood is released. These reports are coming from both
multi-million dollar studies and from former Corps employees. Notable is an
article today in the New York Times:


David E. Daniel, the chairman of an external review panel investigating the
Corps, said that "the hurricane protection system evolved piecemeal over a
period of time, with no one particular entity in charge of the whole system
and no broad system-performance thinking exhibited in the design process,"
along with a tendency of "cutting too close to the margins" when it came to
building in safety. The result, he said, was "gross catastrophic failure."

In fact, it was gross catastrophic federal failure. The design,
construction and performance of the New Orleans' flood protection is the
sole responsibility of the US Army Corps of Engineers.

Congress has yet to acknowledge that the Corps of Engineers failed the
citizens of New Orleans and has waited too long to approve what is Congress'
moral obligation. Right now, Congress must approve the President's request
for community block grants and levee construction. These funds can never
make the citizens of New Orleans whole but they are the bare minimum
necessary to begin compensating homeowners and to provide the level of flood
protection that was authorized pre-Katrina.
