MINUTES OF OPERATIONS BRIEFING
Friday, May 12, 2006, 8:00 a.m.

Dave Peralta, Chief Administrative Officer presiding.
Present: (someone took my sign-in sheet..please return it at the next
meeting)

Emergency Operations: Larry Ingargiola. Status quo.
Community Development: Michael Hunnicutt. Not present.

Public Works and Water and Sewer: Chris Merkl. Status quo.
Curry, URG: To date URG has picked up 1.69235 million cubic yards of
debris, 109,000 white goods and house demolition has begun, demolished three
homes on Wednesday and seven scheduled for today. Peralta requested a daily
total at the meetings.
1. Merkl reported they were in the process of awarding the bid for hauling
sewer.

Recovery: David Dysart. Status quo.

Public Assistance:
Residential: Craig Taffaro
1. Trailer issue: Reported the coordination of the demolition crew and
removing trailers from FEMA is being worked on, meeting Saturday to finalize
those steps. Trailer Rally set for May 20 at the DRC, expecting as many
Fluor reps as possible. Pitts reported that Fluor is 100% behind this event
and wants it to be advertised. He reported that Fluor expects to have
leasing people attend, people with electrical poles, Entergy, people from
housing.
2. Reported commercial parks issues continue to improve, have made an
adjustment for people who lived in the parks prior to the storm are first in
line for the parks whether they were FEMA eligible or not. Pitts stated
that residents of the commercial parks must be FEMA eligible to reside in
the parks.
3. Reported the Council previously set the deadline for signing up for
house demolition and/or gutting for May 31, but has since changed that
deadline to June 9. After which grass cutting issue and property up-keep
enforcement will begin immediately.

Business: Charles Ponstein
1. Reported he has secured ice for the seafood season. Will be attending
meeting at Brenton Sound Dock this morning.
2. Bad news: The proposed grocery at Jubilee Food Store fell through,
another party is interested. Main Chalmette Market is planning to open in
the early summer at 501 W. Judge Perez Drive, will have fresh meats and
produce.
3. Chamber meeting scheduled for Wednesday, May 17, 4-7 p.m. Peralta,
Sheriff's Office and WIA are scheduled to speak. Ponstein asked Peralta to
invite FEMA and SBA to attend to answer questions.

Private Non-Profit: Judy Hoffmeister. Status quo.
Volunteers: Gidget McDougall. Not present.
Agriculture/Wildlife and Fisheries: Ricky Melerine. Not present.
Lake Borgne Basin Levee District: Bob Turner. Not present.

Medical: Dr. Bertucci
1. Reported two deaths, one was a suicide. Noted peoples problems seem to
be getting worse.
2. Average 80 patients per day.
3. Reported they still do not have access to the 22k facility. Meeting
scheduled Monday, May 15 with FEMA, Paysse and the Franciscans. Franciscans
scheduled to speak at the Council meeting on Tuesday, May 16 to explain why
the facility is not open. Bertucci reported residents have had substandard
medical care for the past six months since the Franciscans took over the
medical facility. He hopes to get a date from them as to when the facility
will be opened and expects if the names of the people in the contract are
exposed in the media that it may encourage a speedy opening of the medical
facility.

EMS report: Janie Fuller. Not present.
Public Safety: Sheriff's Office & Military. Peter Tufaro. Not present.

Fire Department: Warren Drewes
1. 9:00 a.m. walk-thru and pre-plan is scheduled at FEMA trailer site on
Bayou Road and St. Bernard Parkway to familiarize the site plan.

Environmental Issues:
CDC and DEQ: Wayne Desselle
1. Phase I of the vessel and vehicle bids were opened on May 5, the first
and second low bidder's bids are being reviewed, once the bid is awarded it
should take approximately 14 days for the program to start.
2. Phase II vessels from navigable waterway bids are scheduled to open on
May 16.
3. DEQ has been tasked to go to all landfills. Reported that as URG vamps
up demolition DEQ will have more workers in the parish.

EPA: Not present.
Murphy Oil Spill update: Jim Wallwork
1. Households cleaned to date: 1,440 exteriors, 391 interiors, 80 yards
have been scrapped and 293,000 cubic yards of debris have been cleared.

Parish Government: Dave Peralta
Council: Lynn Dean. Not present.
Parks and Recreation: John Metzler, Jr.
1. Visited Violet Park to assess what was needed, will get with Peralta
off-line to discuss.

Finance: Geremie Loupe. Not present.
Personnel: Kevin Clark. No report.
Insurance: Mike Wiltz. Not present.
Long Term Recovery: V.J. Dauterive. Not present.
