I agree with you.  We could see the oil on our first trip back in the
parish, before hurricane Rita.  We requested testing right away, it was
positive and we had to pay the 7%.  It was so obvious to the naked eye.  We
didn't need Mr. Torres in our case but he still go some of our money.
