[StBernard] demo, debris, Grass cut penalties

As a returning resident in St Bernard, and with all the hard work and
determination, I myself cannot wait for the deadline of August 29, 2006.
Its about moving forward and moving on as so many have done.

I cannot thank my councilman enough for all that they have endured.
