As far as the rumors:
 
No parish official has halted the Winn Dixie or the Walmart.  I have been
personally involved in pushing on the corporate reps for Winn Dixie- Winn
Dixie is in a bankruptcy and when they open the Paris Rd. store, it will be
taken out of the bankruptcy portfolio and not be allowed to be put back in
so they have been cautious although they are moving forward.
 
Walmart was a tenant - landlord issue over the lease verses the smaller
sized store that they are planning to reopen- Mr. Rodriquez and his staff
have been working on that one with some help from Joey and Charles Ponstein.
 
And houses that were on both the gutting list and the demo list are being
scrubbed since the manpower for gutting decreased so dramatically, requested
demoed houses are being skipped for gutting.  The adjustments to the
changing circumstances cause some confusion, but I am glad you asked.

I can't answer anything on rumors 1 or 2, although I think those would have
to be totally false.  Why allow Home Depot to reopen in their parking lot
but not allow Winn Dixie or Wal-mart?

Number three I know is false.  I know of homes that have been demo'ed
without being gutted.  It is, as you say, a waste of time.

Rumor 1: 
Walmart is NOT coming back because parish officials wanted either a
superwalmart or none at all.
 
Rumor 2: 
Winn Dixie is NOT coming back because parish officials did not want them to
come back on a smaller scale. (I did see work being done on the building,
but rumors abound)
 
Rumor 3: 
A house supposed to be demolished still needs to be gutted (which would be a
waste of volunteer labor, already scarce).
This one is important, as those volunteer groups might be pulled to demo
houses while others who want to rebuild or sell to rebuild are not gotten
to.
