I dont see how anyone gets the whole 150,000.
Everyone gets fema money deducted.
If insured, the insurance is deducted,
if not insured, the so called penalty is deducted.
Looks like the most someone uninsured can get is around 100 grand and
insured even less. Much less. So, there might even be money 'left over'
after it trickles to the homeowners. 
 
We are not holding our breath. If we get any, fine, if not, fine. Cant wait
for this stuff. If it comes it is blessing.If not, we live.
