I talked with a State Farm agent this afternoon to get clarification.

State Farm, and most likely AllState, do not issue pure liability policies
on their own. However, if you have any type of other insurance with
StateFarm (auto, health, life) they will write the liability policy as a
courtesy to their existing customers.

So, if you just can't find anything else, but a $10,000 term life policy and
then add the liability policy on top of that.

Other options include checking with Independent agents. Do a Google search
for "personal property liability insurance". One link I found,
<http://www.chaseagency.com/umbrellafaq.asp>, offers online quotes. They
have a minimum $1,000,000 policy, but it is actually an umbrella policy, so
it covers more than just the property. $1 million with none of their
add-ons ran $1,040.

I found a link for a personal liability policy from them, was $632 for
$100,000 coverage.

The important thing to remember, if you have home owners coverage from State
Farm, All State, Farm Bureau, AAA, or any of the other private insurance
carriers, your home owners will most likely cover your property in St.
Bernard also.

Only those who have the Fair Plan need to worry about getting a separate
policy.

There are rumors that the legislature is looking at having the Fair Plan
cover other properties also, just like the big boys, but don't hold your
breath waiting for it.

I tried to get a liability policy through State Farm and was told they
wouldn't write such a policy. If you have homeowners through State Farm,
your property in Chalmette would be covered under an umbrella.
Unfortunately, I have not been able to find anyone that will write a simple
liability policy on my land in Arabi.
