[StBernard] HUD approves $4.2 billion for Louisiana's rebuilding program

Will someone explain to us the significance/explanation of the news
conference held today which explains that "HUD approves $4.2 billion for
Louisiana's rebuilding program"

Hasn't HUD approved such monies months ago? This was done previously as
acceptance that the money would be made available  whenever
Congress/Senate/President approved the appropriations needed to the LRA. Why
did HUD have to approve it a second time? Seems the project is moving much
too slow for the people's needs.
