It is FEMA's method of saying how likely a property is to flood.

Zone A is considered to have a 1% change of getting the "100-year" storm and
is considered a flood prone area.

Zones B & C have a less than 1% chance of getting the 100-year storm and are
not considered to be flood prone. C has a less chance than B.
