Westley is basically correct- much of the decision is based on numbers- this
isn't the first time there was talk about the tent leaving.  What is really
happening is the tent is being transferred to the parish and there will be a
reduced staff that is supposed to included mitigation, SBA, trailers, and
FEMA general information- but we will see when the time comes.

My understanding is that it is based on visits.  The number of people
visiting the DRC to talk to FEMA must be getting low so they feel there is
no longer a "business" case to maintain a presence.

What "magic point" has the parish passed that they feel it's time to move
out?
Are they working from a checklist for each milestone surpassed?
