[StBernard] new construction debris

The issue of new construction debris was not consistent in its allowance and
enforcement- while FEMA was allowing it to be picked up that is what was
communicated to the public- we informed people that FEMA would change this
at some point and when they did we let people know-  currently the rule is
in effect, but some small amounts are being picked up but if we say that
people should count on that it would only lead to people being more
disappointed if they come to expect something that is not happening.
 
The public drop off site for debris is scheduled to open at the end of this
week to the beginning of next week-  As a point of clarification- the issue
of new construction debris has always (since the council form of government
became in place) been handled by the contractor, unless it was debris that
was neatly stacked and tied like vegetation debris from a yard cleaning or
something-- roofing and construction was and is hauled by the contractor-
people doing it themselves become responsible for it.
 
People should be aware that Murphy plans to end its routine debris pick up
July 29- there should be a seamless transition as the parish contractor is
approved to remove non-oil contaminated debris and demolition in the Murphy
area.
