The LRA's reasoning behind this is to rebuild the rental stock.

First off, any monies that a landlord may receive are not a grant, but what
is called a silent mortgage. The landlord will not have to make monthly
payments to pay the money back, but if they sell the house, the monies
received will need to be paid in full at that time.

New Orleans has a higher than average number of small landlords and this was
one way of trying to get the rental stock back into commerce.

Why should the tax payers of this country or state pay someone to repair
their rental property so they can make a profit. If you owned rental
property you should of had insurance. These people who owned a business and
that is what rental property is, if you lost your additional income too bad.

If you want to repair your rental property take a a loan, like the rest of
us that had insurance. No more free rides.
