You can try doing an Internet search to find out who owns the property,
there are a few sites that will let you search by address.

Or, the old-fashioned way is to go to the Assessors office, ask to see the
tax rolls, look up that address and on the same line is the owners name.

At this point, all you have to do is track them down.

There is interest in purchasing a home listed on the Blighted List.
How can one find out who to contact to ask about a purchase? 
There is no for sale sign nor phone number on the house. It looks completely
untouched since last August.
