Ok, Craig. Just ONE matter remains. Is the LRA going to allow us to choose
NOT to rebuild in the same home/property if we are UNDER 50%? Someone please
answer if you know.

So far, we have determined that under 50% grandfathers us in NOT to have to
elevate homes. --IF we start to get electrical permits. Thank you.

You do not have to relocate if you are above 50%, you have the option to
relocate or stay in the same spot.
 
The same formula is used for repairing, rebuilding, or relocating.
