Craig,
The Parish should be getting a Dun and Bradstreet report on companies that
we are getting ready to contract with.  A D&B report would disclose who owns
what and the stabiity of this company.  Whether there is a bid process or an
award to a sole souce bidder at least our contracting administrator could
provide data to the council to make the decision to do business with the
company.
 
In reponse to Westly, I agree that there should be performance bonds
required to be part of the solicitation of bid.  If it is a part of the bid
requirement each bidder is an equal on this. Of course not all bidders can
secure such a bond if they don't have enough assets.
 
One of my areas that I managed at Lockheed Martin was the bid security
office. They handled both secure and public bids.  If I can provide any
information concerning the bid processes required by the government please
don't hesitate to call on me.
