TJH, there probably won't be a "win-win" situation in this state. Either
the people will or the state/city, etc. That's the irony/catch-22 in it all.
If there were a choice, people should and MUST come before roads, bridges
and infrastructure because at the micro-level, a state/city without people
leaves ghostowns and swampland. 

Perhaps it's time to consider this if people will lose from the outcome of
such a travesty during a time of need. 

Again, people first, cement, brick, mortar and buildings last when there's
no one to occupy them.

Remember from the beginning, the state said that any "left over" money would
be given to areas of the government that they deemed under funded.  My
thinking is that as much damage as the state suffered how could there
possibly be any "left over."
