Westley,
   What you said about St. Bernard being lumped in w/Orleans & Jefferson is
incorrect.  St. Bernard had a seperate rate pre-Katrina and still does
today. That is not to say that the territory of St. Bernard and other
parishes won't be re-evaluated.
