Although I can't answer as to when the voter rolls will be purged, the
Louisiana courts have consistently said that you should vote where your
homestead exemption is.

Remember, every candidate has an opportunity to have a poll watcher at every
polling location.  This person can contest whether or not someone has the
right to vote in that precinct.  Should someone drive around St. Bernard and
compare addresses listed in registration and whether or not a house is still
standing, I would expect a lot of contests.
