the basic approach that people have taken is that if you can get it from the
individual it will be much easier and faster.  trying to figure out the
price that the owners will legitimately be in line for is the tough part,
but they would benefit selling it to you because of the time issue.
 
the mechanism for reselling to individuals has not been set from the LA
Housing Trust- the arm of the LRA that actually takes ownership of buy out
properties.
