The current ordinance allows for fines for unsecured swimming pools.  The
issue is enforcement, but the liability is something that certainly is real.
Those people who abandon their pool or house and then attempt to sell will
have to settle the lien.  The problem is the goal is to get people to handle
their own property as the government just can not get to and keep up with
every abandoned property.  Any amendments to the pool ordinance will be
designed to make it more effective if possible.
