[StBernard] Grass fines

I'm curious as to WHOM the fine most disproportionally affects-the poor or
the rich? The strong or the weak. The advantaged or disadvantaged. Those
living in the area or those who were forced away from their support area? Is
this a moral persuasion/discouragement or one with strong consequences for
noncompliance? Does this action assist those who have other serious problems
to move onto recovery or could be considered as yet another nail in the
"sense of complete recovery" coffin?
