yes and yes- we have involved everyone at every level and still get limited
responses from the bureaucracy.  It is quite frustrating, but it hasn't been
dropped as it is an important part of our flood protection.

Is that NRCS, part of USDA?  If so, has the parish run these decisions
through the congressional offices?  I can't believe that's the response to
an identifiable community of 20 to 25 thousand residents!
