a lien does not mean that the property is taken by the government, it means
that the fined amount is attached to the property so if the property is
sold, the lien must be satisfied in order for the title of the property to
be cleared.

Does anyone know if the rumor is true:  I heard that if a homeowner has not
mitigated his lawn and/or property after 30 days of being on the fine list,
the Parish will put a lien on the house.  Is this true? Then would it become
government property and foreclosed or sold?
