your right Wendy- if purchasers are willing to buy properties from sellers
for what they think the LRA will buy the property it would speed the
disposition of properties up tremendously. But if purchasers are waiting in
the wings to scoop up on property at under LRA purchase prices it only adds
to the length of the process.

Khaki and her neighbor's problem is this, the neighbor then loses out on
possible LRA grant money ($50,000 forgivable loan) and the additional $7500.
The neighbor might sell and make a few more dollars than the LRA will pay,
but will it make up a possible $57,000. Then again, any difference between
flood and value of the house....especially in cases where the homeowner was
under insured, may make it beneficial to wait for the LRA.
