[StBernard] St. Bernard plans to launch buyout for Village Square

This is delightful news, and it took all of a devastating hurricane to bring
it to fruition. However, the battle may not be over if word from New Orleans
groups gets word of a "conspiracy" that is designed to keep "undesirables"
out of St. Bernard Parish. We saw what happened with the Renting to Family
affair. 

Notice that everything happening that's not agreeable in New Orleans is
labeled a conspiracy? Whether it's trying to cross a bridge, rent to St.
Bernards only or knock down a "project" anywhere in the N'awlins area, it's
labeled a plan to keep people out of the American Pie contest. It's going to
be interesting.
