[StBernard] LRA house raising money

I've been asked by a few people, but don't know the answer. When the LRA
golden letter says you can 
get up to $XXX dollars if you elevate the house, what do they use to
determine how much you actually get?
Other than a survey certificate showing how much higher you are than what
you were previously, what documentation do you need and what determines if
you get all of $x dollars or something less.
