[StBernard] City still vulnerable

As I have said all along, Army Corp people working on whatever project,
should be forced to put their family in the area where they are
working....residency requirements- if working MRGO, then they have to live
in St. Bernard, not the Northshore, Jefferson, Orleans, etc. live in St.
Bernard. Let them explain the losses to their kids, wives/husbands, and lose
their belongings, their homes and maybe then we will see real work and
progress on hurricane protection.
