MURPHY OIL USA, INC. / MERAUX REFINERY
PUBLIC HEARING AND REQUEST FOR PUBLIC COMMENT
ON PROPOSED PART 70 AIR OPERATING PERMIT RENEWAL AND MODIFICATION
& THE ASSOCIATED ENVIRONMENTAL ASSESSMENT STATEMENT

The LDEQ, Office of Environmental Services, will conduct a public hearing to receive comments on Part 70 Air Operating Permit Renewal & Modification and the associated Environmental Assessment Statement (EAS) for Murphy Oil USA, Inc., P.O. Box 100, Meraux, Louisiana 70075 for the Meraux Refinery. The facility is located at 2500 East St. Bernard Highway, Meraux, St. Bernard Parish.

The hearing will be held on Tuesday, June 19, 2007, beginning at 6:00 p.m., at the Big Tent in St. Bernard Parish Council located at 8201 West Judge Perez Dr, Chalmette, LA 70043. During the hearing, all interested persons will have an opportunity to comment on the proposed permit.

Murphy Oil USA, Inc. (MOU) produces various petroleum products at the Meraux Refinery

Murphy Oil USA, Inc. (MOU) requested to renew and modify the existing Meraux Refinery permit to incorporate the Clean Fuels Phase I updated project and Prevention of Significant Deterioration (PSD) review. The Clean Fuel Phase I project including the updates netted out of the PSD requirements. In addition, MOU proposes to reduce the sulfur content in the fuels to below 10 ppm. In order to achieve this goal MOU will revamp the Fluid Catalytic Cracking Units (FCC) by reducing the excess oxygen in the regenerator without any change in its capacity or throughput, revamp the middle distillate hydrotreater by increasing the pump and compression capacity, and other minor changes which will not increase the firing rate of the heaters. Other modifications are the increase in storage capacity; vent gas reduction by routing them to the Fuel Gas System (FGS), add a new boiler approved earlier under Part 70 General Permit No. 3029-V0 dated 3/31/2006. The Clean Fuels Phase II Project netted out of PSD review..

PSD review is required for the “Clean Fuels” Phase II project. Estimated NOx emissions increase is significant due to these projects. Therefore, PSD review (netting) is required. The actual emissions are based on the average of years 2001 and 2002 and the contemporaneous period is from January 1, 2001 to December 31, 2008 (the ROSE unit was not operating in 2003 thru 2005 due to a fire). The netting analysis is shown in the following table:

A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Surveillance Division. Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”. All the remarks received by LDEQ are included in the record that is available for public review

All interested persons will be afforded the opportunity to comment on the proposed permit application, proposed Part 70 air operating permit renewal/modification, statement of basis and the EAS.

The EAS submitted by the applicant addresses avoidance of potential and real environmental effects, balancing of social and economic benefits against environmental impact costs, and alternative sites, projects, and mitigative measures.

Written comments or written requests for notification of the final permit decision regarding this permit action may also be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests for notification must be received by 12:30 p.m., Thursday, June 21, 2007. Written comments will be considered prior to a final permit decision.

LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

The permit application, proposed Part 70 air operating permit renewal/modification, statement of basis and associated Environmental Assessement Statement (EAS) are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov <http://www.deq.louisiana.gov/> .

Additional copies may be reviewed at the New Orleans Parish Library, Headquarters, 219 Loyola Avenue, New Orleans LA 70112-2044. The libraries in St. Bernard Parish are closed due to hurricane damage.
