i did some further checking about the front yard fence and the three feet
height is actually 18 inches- let me do a bit more research about that
height and see what the rationale was behind it.

if you fence the front yard there is a height requirement that I believe is
three feet at the sidewalk.
 
Let me know if you have any questions.  If you follow the three foot rule
you won't have any problems.
