Fiscal Sanity Survives by One Vote Margin

Fiscal conservatives in the Louisiana House of Representatives turned back
HB 3 by a single vote margin, which is likely the only barrier preventing
the legislature from spending billions in surplus funds, much of it on
recurring revenues which could place the state in a deep financial hole.  

HB 3 authorizes the state to issue bonds and, like the constitutional
spending cap, acts as a restraint on excess spending.  Last December,
proposed reckless spending in a hastily called special session was  thwarted
by the refusal to bust the spending cap.  However, through the use of
"creative" fund accounting, the outgoing administration has not only
artificially inflated the spending cap but has also shifted funds around to
create nearly a $1 billion in new spending initiatives.  These fiscal
burdens would be saddled on the new administration as well as the tax paying
citizens of Louisiana.  That is why it is so important that HB 3 not pass
until the administration adopts a reasonable budget including a responsible
use of the surplus on substantial tax relief and one time projects such as
infrastructure.
 
Last year citizens banded together and demanded levee consolidation.  The
politicians responded.  Now is the time to stop the reckless spending and
hold HB 1 until a responsible budget is adopted. The current $29.6 billion
budget which places Louisiana 4th in the nation in per capita spending is
not responsible.  Please ask your legislator to oppose HB 3 until a
responsible budget is adopted.
