I think it would be a combination of both. Winn Dixie would want to
preserve the food to minimize loss and it would be great for business if
they could sell some of it (not to mention, the crowds they would have if
the AC's were working.)

After Katrina, the electricity was knocked out in Thibodaux, but Rouses
opened up enough to sell bags of ice.

While I applaud the concept, that won't be very helpful if the levees fail
again. Also, would there be enough deputies/Nat'l Guard members, etc. to
protect this store against the crowds, post-storm, if levees were not a
factor?

Would the idea be to just protect the merchandise or to allow some type of
commerce immediately after a storm?
