   Please advise as how to handle this situation.  An investor from
California 
bought a house & hired someone from California to remodel it (not a
contractor).  
New construction debris was put on the lot next door where the house had
been 
demo'ed.  Obviously, the investor and hired help do not have a local address
to 
use the dump sites & there isn't a dumpster for the trash.  What can be done
to 
get this debris picked up ?  Also, because of previous dumping on the lot,
the 
water meter/line has been broken AGAIN and is leaking.  The address is 3632 
Charles Drive for the leaking water & where the new construction debris was 
tossed.  The address of the remodeled house that tossed the debris is 3628 
Charles Drive.
