[StBernard] LRA -- why didn't everyone apply?

I applied --- received my first correspondence in the mail a week or so ago
---- the envelope was completely empty, no letter, nothing.

When I called to let them know that I received an empty envelope and they
may want to resend whatever it was they tried to send, they replied they
have no knowledge of what was sent and therefore I need to wait while my
application is still processing away at 25% completion.  

I just laughed and shredded my empty envelope.
