[StBernard] CRAIG NEED HELP!

Craig my daughter is trying to reubild next door to 1616 Robert Drive,
Poydras and they are having a problem with a severe water leak and grass
over the roof of the house and fema trailer on the property.  She has called
the water board and was told there was nothing they could do about the leak
due to it not being from the meter.  Her yard is a swamp and they have
encountered snakes, mice, rats, etc.  They have also contacted the parish
regarding the overgrown grass and were told the only thing they could do was
keep fining the owners.  She thinks the owners were elderly (no one is
living there but there is a fema trailer on the property) and does not know
were they are.  They cannot cut the grass themselves due to the large amount
of water - not to mention that it could be very dangerous because of the
height of the grass.  This is severely hindering the work they are trying to
do on their own place aws well as a safety hazard.  Is there anything you
can do to have the parish try to resolve this?  If you would like to speak
