[StBernard] Alley cats

Feral cats seem to be an issue in the parish, according to the shelter,
where they have too many.
Many of these are not truly feral but become that way due to having lost
their homes to Katrina.

Some can be adopted, others cant or wont.

We have a pest issue in the parish.

Our current ordinances do not allow feral cat colonies (as if the cats care
about ordinances)
as far as I know.

alleycat.org is an interesting entity, and other parishes support the Ear
Tip campaing.
Feral cats are trapped, spayed/neutered, ear tip clipped to identify them as
'fixed', and I think they are vaccinated, and released back to their colony.
Volunteers may even provide feeding stations to stop the garbage hunting.
These colonies live peacefully and naturally, do NOT reproduce any more in
those huge numbers, and keep the mouse, rat, and snake population down.
Why not support this in St Bernard?
