whole city can be spared if even ten righteous men are found there.

Messenger of God: Ok, For the sake of ten I will not destroy it
10..9.8..3..2 righteous men..etc.

Someday, would it be possible to find but one honest, non-corrupted person
in top governments who isn't looking out for him/herself?
