You forgot another set of people in limbo.

Those who BOUGHT a family owned house after Katrina, but do not have the
"luxury" of insurance (collected by previous owner), LRA (previous owner
does not qualify or will not assign), or loans (cannot afford/qualify).

These are people who are paying their current bills, mortgage, car payment,
car insurance, electricity, etc and are using whatever is left over, if
anything, to fix the house.

These are not people who want to live elsewhere. They are trying to do what
they can. They are receiving no physical or financial help.
