Randy:  Have the same understanding; however, do you think these adults are
telling their mother that?  She probably doesnt want to live that far away
from family and if they refuse to help her make construction arrangements;
well, you get the picture.  Really sad.

SJK Maybe a lawyer who reads this list will chime in but to my
understanding,  if the mother in the example you cited is "Alive and Well"
and has not been declared incompetent to handle her own affairs those with a
POA do not have the legal ability to stop her fom spending her insurance and
Road Home money from repairing her house.  It only allows them to spend it
on her behalf as well but in no way stops her from acting for herself.
