Group Accuses Corps Of Katrina Spin Campaign

NEW ORLEANS - A watchdog group claimed the Army Corps of Engineers funded a
spin campaign to distort the facts after Hurricane Katrina. According to
Levees.org, the Corps directed the American Society of Civil Engineers and
paid the group more than $1 million for a review and misleading seminars.

According to Levees.org, the ASCE presented falsehoods, omissions and
numerous misrepresentations about local levees following Hurricane Katrina
in a series of PowerPoint presentations.

Documents distributed by Levees.org cited a variety of information from the
ASCE that the group disputes.

For example, the group cites one slide which it describes as being untrue:
"We need to put someone in charge" of the Hurricane Protection System.
According to Levees.org, "The Corps has been in charge of the Hurricane
Protection System since 1965. To say no one was in charge is a lie."

It cites a number of other statements it calls falsehoods, including
assertions by the presentation's narrator that "almost every failure took
place at any interface" -- where materials and levee board districts changed
-- but Levees.org claimed that few breaches happened at interfaces.
