Since the Lot Next Door Program {LNDP} restricts private property rights to
redevelop the land if purchased through the LNDP, the purchase price should
be less than any appraisal of fair market value. If no domiciled next door
neighbor purchases the lot, when it is sold on the open market, it is not
restricted to redevelopment and therefore would have a full fair market
value.

Neighbors and neighborhood associations who request LLT/LRA properties for
community common use greenspace, if asked to purchase the land, should
recieve an even lower price because it will be designated greenspace, or
conservation easement.
