That is a good question. Why did the State Legislatures require the HSD
Board to build a hospital within 3 miles of Jackson Barracks?  SJK

Westley why not build hospital in the middle of the parish.  Politacs not
like 
before but much worst.  St. Bernard was a very proud Parish but not any
more.
