[StBernard] Final FEMA collection of storm debris

There is a pile of debris across the street from my home in Oak Ridge. Is it
possible to have FEMA remove this via my request or does the home owner have
to call himself (I have no way of getting in touch with him)? If so, what is
the contact info?
